In a recent survey of businesses in the U.S., a whopping 40% of businesses are freezing or cutting wages in 2009

Businesses in the U.S. are in the fight of their lives, trying to get through the recession, which began over 14 months ago in December 2007. That is an eye-opener, 40% of businesses freezing or cutting wages for their workers.

My question: Will public entities (schools, counties, state, etc) follow suit?
